Policy Domain
Work Package P2 maps and appraises current climate and related policies and governance systems in the European Union that are relevant to climate change mitigation and adaptation to climate change and variability. This includes policies of member states, EU-wide and the external policies of the EU. Mapping will cover measures defined as climate policies, as well as policies in ‘non-climate’ policies related to agriculture, trade, environmental protection and development cooperation that have significant implications for climate change adaptation and mitigation.
Policy mapping will identify and analyze potential interactions between EU policies and instruments, between EU policies and member state policies, and between EU policies and international policies. Policy appraisal aims to determine whether the EU policy objectives - explicit and inferred - can be achieved with the current portfolio of policies. Based on this appraisal, portfolios of alternative proposals for EU policies and related strategies will be developed and appraised using the Policy Appraisal Framework developed in Work Package P1.
The specific objectives of P2 are to:
• Inventorize climate and non-climate policies relevant to achieving EU climate policy targets, including mitigation and adaptation targets. • Assess the effectiveness of policies, separately and in combination, on the basis of their performance and political feasibility, and identify gaps between current targets and likely impacts.
• Develop an integrated package of alternative policies that could achieve policy targets, including reform of policies that inhibit effectiveness of climate policies.
• Appraise the broader economic, social and environmental impacts of this portfolio of alternative policies by applying the PAF.
• Analyze the governance dilemmas associated with designing and implementing effective long-term climate mitigation and adaptation policies, including governance issues generated from the P3 - Case Studies.
