Policy Domain

This Work Package applies the ADAM Policy Appraisal Framework (PAF from Work Package P1, to four ‘Case Studies’ to evaluate portfolios of conventional and novel adaptation and mitigation policy measures, applied in Europe and internationally.  The aim is to demonstrate the value of the PAF in a small number of high profile and high impact examples.  The development of the portfolio of policy options for each Case Study will draw heavily upon the work in the Scenarios, Adaptation and Mitigation Domains and, especially, Work Package P2, and will be further co-produced with pertinent European (and global) stakeholders.

The Case Studies choice aims to demonstrate that the ADAM PAF has versatility and utility to advance the process of climate policy development and application across multiple domains and scales. 
The four selected Case Studies are described below.

Case Study P3a - Options for post-2012 climate governance will focus on the future development of the international climate regime. It will work with a wide range of stakeholders to develop portfolios of policy options that could provide the basis of a post-2012 climate governance architecture.

Case Study P3b - International development assistance will focus on the mainstreaming of climate change in international development assistance. It will aim to provide strategic options to the EU and its member countries for mainstreaming and restructuring development assistance, such that it promotes climate mitigation and adaptation in ways that are acceptable to the donor and recipient communities.  

Case Study P3c
- Electricity in EU & household energy will adopt a sectoral focus. Using the electricity sector as a prism through which mitigation and adaptation options are examined, specific options of measures and policies and their impacts will be studied and assessed.

Case Study P3d
– Regions (Region i: The Tisza Basin, Region ii: The Guadiana Basin, Region iii: Inner Mongolia) will adopt a place-based approach. The PAF will be applied in three separate localities to develop and test regional policies which contribute to climate change mitigation and adaptation goals. It will address on related environmental issues as water management, forestry, agriculture, bio-energy, and integrated spatial planning. The regional cases were chosen to illustrate a range of regional policy challenges (e.g. Spain: drought issues; Hungary: flooding, contamination, and Joint Implementation forestry issues; and China: water management, desertification and Clean Development Mechanism options).

Each Case Study will establish links with different ADAM Work Packages and will follow a similar overall ADAM methodology, even though the details may change in each case. They will develop a set of deliverables with a common format that address the appraisal of a range of new (i.e., beyond business-as-usual) mitigation and adaptation policy options as applied to four Case Studies spanning a range of scales and sectors. In association with Work Package P1, the WP as a whole will result in the refinement of the ADAM PAF through iterative application in different policy contexts.
